The guiding principle for the use of the building is that in all we do we
glorify God and do His ministry.
I. Room Utilization and Scheduling
Room utilization is determined by the following criteria
(in this order):

Worship

Ministry to the Body
-
Witness and Outreach
Worship: Worship services are to take precedent over any other
scheduling. This includes worship at times other than Sunday.
Ministry to the Body: St. John ministries have priority in all
scheduling.
Witness: Christian evangelistic events will be scheduled around
on-going ministries. Regularly scheduled events have priority when new
requests come in, although attempts will be made when emergency needs
occur.
Outreach: Only non-profit outside groups will be allowed to use the
facilities. Their practices must not be in conflict with the beliefs of
the Lutheran Church.
II. General

Christian-like behavior and language is expected at all times.

This is a non-smoking facility.
-
No alcohol (except as utilized in worship services) or illegal drugs
will be allowed in the building. Anyone who is suspected of being under
the influence of alcohol or illegal drugs will be asked to leave. There
will be no exceptions.

No weapons may be brought into the church facilities.
-
No pets will be allowed in the building with the exception of service
animals.
III. Reservations and Scheduling

All requests for reservations by outside groups are reviewed by the
Office Manager. This same staff person will do all the scheduling.

All scheduling of activities will be made according to the criteria
listed above.

Use of a room may have to be changed or canceled because of
congregational use. The Office Manager will notify the affected groups as
soon as possible, and ideally within a minimum of 10 business days.

Non-church members and non-profit groups may use the building only when
not in conflict with congregational needs or member's personal requests.
Consideration will be given to long-time users of the building.
IV. Use by groups

All outside groups using the building must complete a reservation form
and have orientation by a staff member in the proper use and care of the
areas being reserved. Safety and security issues will be discussed at that
time.

All groups are expected to leave the facilities clean. Any group who
fails to do so will be charged for the cost of cleaning.

Any building, furnishings, or equipment damaged, lost or destroyed must
be repaired or replaced by that organization or individuals responsible.
It is the responsibility of groups to take care of the building and its
furnishings and to cooperate in the set up and cleaning of the facility.
Any problems or breakage should be reported to the staff as soon as
possible.

All groups must have adequate adult supervision, and one adult must be
the contact person and person in charge. The suggested ratio of adults to
youth is as follows:
* Grades Pre-K -3 1 to 8
* Grades 4-6 1 to 10
* Grades 7-9 1 to 12
* Grades 10-12 1 to 15
V. Recreation

Recreation is a gift from God and all recreational activities held at
St. John should have the spirit of love, caring, and inclusion.

No unchristian speech or action will be tolerated at any time or the
person will be asked to leave the building.

Only water and other sports beverages in closed containers will be
allowed in the Great Room during sport activities by participants or
spectators.

Shirts will be worn at all times.
-
Church members are responsible for the conduct of their guests.

All recreational users of the Great Room must sign in, giving name,
time IN and OUT, and phone number in case of emergency. By signing in, the
participant acknowledges and agrees to obey the rules.

Sports equipment shall not be used outside of the Great Room.
-
Rules for safety and conduct will be POSTED in the Great Room.

There must be adequate adult supervision for all children using the
Great Room.

Equipment is to be used only for its intended purpose and each group is
held responsible for the equipment they use. All equipment must be signed
in and out. The use of personal equipment must be approved before play.

Lockers may be used by recreational participants. They must use their
own locks and remove all contents at the end of play. Anything left in a
locker at the end of the day will be considered a donation to a local
charity.
VI. Fees

All groups are responsible for any damage to the facilities. Groups MAY
be assessed a custodial fee as necessary (to be determined by the church
sexton).

Free will offerings to offset the cost of utilities, etc. will be
accepted.
VII. Keys
Keys will be distributed as follows:

Keys must not be duplicated.

Members must complete an equipment form which will be kept in the
church office.

Non-members will be given a key for a requested event if there is no
one else using the building at that time. They must complete a Reservation
Form and place a $5.00 deposit on a key. The deposit will be returned when
the key is returned. In the case of long-term use of the building,
non-members must re-register every six months and show their key.
VIII. Liability

The Church Administrator will be responsible for interpretation and
enforcement of all rules.

The use of the church building and all furniture and equipment will be
at the risk of the participant.

St. John Lutheran Church does not assume liability or responsibility
for any participant.
-
St. John Lutheran Church does not make any expressed or implied
warranty of the premises, equipment, machinery, fixtures, or furniture.
IX. Security
-
Volunteers will be organized into teams responsible for nightly
security checks. All doors will be checked each evening and Sunday
afternoon and evening.

A security checklist will be developed and used each day.
-
Groups using the building should share responsibility for security,
particularly if they are the last group to use the building that day.
-
Emergency numbers will be posted (at a location TBD) for quick access.

XI. Review

A period of self-realization of approximately six months will occur
before opening the facilities to new outside groups so that St. John
ministries may develop around the expanded facility.

Review of these policies will occur in January 2004.
